UK charity that provides help and guidance for women seeking abortions has been fined £200,000.

I like the concept of penalty but, what are the choices when the organization is a non-profit organization.

This brings back my old principle - Every Rule / Policy should have valid exceptions or should be flexible enough to add exceptions.
